Fiscal Year 2027 Community Project Funding
CPF Overview
Community Project Funding (CPF) is an initiative for Fiscal Year 2027 (FY27) that allows Members of Congress to request direct funding for projects that benefit the communities they represent. CPF is separate from federal grants and funding apportioned by formula. CPFs are also not regular appropriations requests, which deal with overall funding levels for federal programs.

The CPF process includes stringent eligibility, ethics, and transparency guardrails that are outlined on the individual forms linked below. CPF will be available only to nonprofit organizations and to state, local, tribal, and territorial governments.
In addition, only projects with evidence of strong support from the community will be considered, and evidence of community support and community need is required as part of your submission. This evidence can take the form of a letter from local stakeholders, inclusion on a state or local planning document, letters to the editor in local papers, and many more options discussed further below.
Eligible applicants should complete our CPF Application form and email supporting documents before Thursday, March 12th, 2026** at 6:00 PM CT to CommunityProjectFunding.IL04@mail.house.gov (with the project title in the subject line).

Incomplete submissions will not be considered.

CPF Guidelines
Requirements for Eligibility:
- Located in the 4th Congressional District
- State or Local Support (letters, resolutions, elected letters, bills, development plans, agency, etc.)
- Community Support (forums, articles, hearings, letters, etc.)
- Matching Funds (government, any level)
- Other Funds (private, philanthropic)
- Focused 1-year of funding (intend to use FY27)
- Demonstrated Impact or Benefit to Community
- Projected Budget submitted (total cost)
- Proposed project fits an eligible Appropriations account
- Project approved by federal, state, or local agency/entity (for new project)
- State and local governments can submit projects from already approved and vetted list of projects
- Must submit IRS determination letter demonstrating status
- For-profit or private organizations are NOT eligible
Ethics & Transparency Requirements:
- Each Member may only submit 20 CPF projects to the House Appropriations Committee for consideration through the eligible appropriations accounts. Of those 20, there is no guarantee that all will be funded. If your project is one of the 20 submitted, the full details of your request (including the information provided below) are required to be posted publicly online on Rep. García’s website.
- The Government Accountability Office (GAO) will conduct a mandatory audit of a sample of enacted CPF projects and report its findings to Congress. This report will likely be made public at some point.
- A Member, their spouse, and immediate family may not have any financial interest in the project.
- There is a federal nexus requirement for each funded project, the committee will only fund projects that are tied to a federal authorization law.

Project Title: City of Northlake Sanitary Sewer Lining

This project consists of the rehabilitation of existing sanitary sewer infrastructure in the City of Northlake through cured-in-place pipe (CIPP) lining of clay tile sewer mains and epoxy lining of sanitary sewer manholes. The work will involve the installation of CIPP liners within existing sewer pipes to restore structural integrity, seal cracks and joints, and extend the service life of the system. In addition, epoxy coating will be applied to the interior surfaces of sanitary manholes to prevent corrosion, reduce infiltration, and improve durability. The project targets aging clay tile sanitary sewers and associated manholes that are susceptible to excessive inflow and infiltration (I&I) due to deterioration, joint failure, and groundwater intrusion. Rehabilitation of these components will reduce the migration of sewage into surrounding soils and minimize groundwater entering the sewer system.

Leyden Township
Project Title: Leyden Township Sanitary Sewer Rehabilitation

This project consists of the rehabilitation of existing sanitary sewer infrastructure through cured-in-place pipe lining (CIPP) of sewer mains and epoxy lining of sanitary sewer manholes within Leyden Township in Cook County, Illinois. The project area is bounded by Mannheim Road, Armitage Avenue, Fullerton Avenue, and 25th Avenue. There are 17,630 linear feet of sanitary sewer mains ranging from 8-inch to 27-inch diameter within this area, as well as approximately 60 sanitary sewer manholes. The proposed work will include the installation of CIPP liners within existing sewer mains to restore structural integrity, reduce infiltration and inflow, and extend the useful life of the system. In addition, epoxy coating will be applied to rehabilitate manhole interiors, prevent corrosion, and improve system performance. These sewer system components are more than 60 years old and are in deteriorated condition, requiring rehabilitation to maintain functionality and prevent system failures. The project will improve the reliability of the wastewater collection system, reduce the risk of sanitary sewer overflows, and enhance environmental protection.

Town of Cicero
Project Title: The Town of Cicero Lead Line Replacement

This project consists of the replacement of aging water mains and associated lead service lines throughout the municipal distribution system. It will involve the removal and replacement of existing lead service lines connecting residential properties to the public water system, as well as the installation of new water mains and service connections to ensure system integrity and reliability. Ensuring that residents have access to safe and reliable drinking water is fundamental to protecting public health and strengthening the well-being of the community. The Town has demonstrated a clear commitment to addressing the risks associated with aging water infrastructure by prioritizing the identification and replacement of lead service lines that may contribute to lead exposure in drinking water. The proposed work will include excavation, removal of existing lead-containing service lines, installation of new compliant piping materials, reconnection to the public water supply, and restoration of affected areas. These improvements will enhance water quality, reduce the risk of contamination, and improve overall system performance.

Village of Franklin Park
Project Title: The Village of Franklin Park Johanna Avenue Area Lead Service Improvements

Work will involve excavation, pipe replacement, reconnection to the existing water distribution system, and site restoration.

Village of North Riverside
Project Title: Village of North Riverside Water Improvement Project

The Village of North Riverside is seeking funding to implement a water infrastructure improvement project focused on the replacement of aging water mains and associated lead service lines to ensure safe and reliable drinking water for residents. This project meets eligibility requirements for funding under the Drinking Water State Revolving Fund (SRF) program. The project includes the replacement of deteriorated water mains that predate the 1930s and were constructed prior to modern ductile iron thickness standards. These mains exhibit significant corrosion, structural deterioration, and are prone to multiple breaks annually. The project area includes two roadway segments: (1) 26th Street/Forestview Drive, from 1st Avenue to 9th Avenue; and (2) 3rd Avenue, from 25th Street to 26th Street. These areas were identified as priority locations in both the Village’s Lead Service Line Replacement Plan and the 2021 Water System Analysis.
The proposed work will include the replacement of approximately 2,650 linear feet of existing 8-inch diameter water main with new 12-inch ductile iron pipe, and approximately 1,500 linear feet of existing 6-inch diameter water main with new 8-inch ductile iron pipe. The project will also include the replacement of approximately 100 residential water service lines that contain lead and are directly connected to the affected mains. Additional improvements will include the installation of new valves, valve vaults, fire hydrant assemblies, curb boxes and stops, and cross-connection components. The project will also include excavation, removal of existing infrastructure, reconnection of water services, and full restoration of disturbed areas, including paved roadways, curbs and gutters, sidewalks, driveways, and landscaping.

Village of River Grove
Project Title: Village of River Grove Water Main Improvements

This project consists of the installation of new water main along River Road, including the replacement of existing aging water distribution infrastructure and associated appurtenances. The work will include the installation of new water main piping, replacement of existing fire hydrants, and replacement of lead water service lines connecting the public water system. In addition, the project will involve excavation, removal of existing infrastructure, installation of new service connections, and reconnection to the water distribution system to ensure reliable operation. All disturbed areas will be restored following construction, including sidewalk replacement, parkway restoration, and landscaping improvements. These improvements will enhance the reliability and capacity of the water distribution system, improve fire protection, and reduce the risk of lead exposure in drinking water by eliminating lead service lines. The project will also help ensure compliance with current water quality standards and support long-term infrastructure sustainability.

Alivio Medical Center
Project Title: Alivio Medical Center's Modernization of Community Health Center

Alivio seeks to undertake limited-scope renovation and capital improvements to modernize patient intake and flow at their community health center located 2355 S. Western Avenue in Chicago. Planned renovations include reconfiguration of check-in areas and waiting rooms to reduce congestion, improve circulation, and enhance patient privacy. Physical upgrades will incorporate acoustic treatments to minimize sound transfer, installation of privacy-enhancing registration pods and partitions, and improved ADA-accessible design elements to support patients with mobility, hearing, and vision needs. Underutilized spaces, such as legacy paper medical records storage areas, will be renovated and repurposed into additional waiting areas, clinical spaces, and provider offices, increasing patient capacity.
In addition to construction and renovation activities, Alivio will invest in eligible capital equipment. These systems will enable faster and more accurate registration, reduce administrative burden on front-desk staff, improve communication of appointment status and wait times, and support enhanced infection prevention through contactless processes. Together, these targeted renovations and capital equipment investments will improve operational efficiency, enhance patient privacy and safety, and expand Alivio’s ability to deliver high-quality mental health services to the community in compliance with HRSA-wide activities.

Village of La Grange
Project Title: Village of La Grange Ambulance Replacement

The Village of La Grange is requesting funding assistance to replace its aging reserve ambulance as part of its 2024 Vehicle Replacement Program and in alignment with NFPA 1917: Standard for Automotive Ambulances. The purpose of this funding is to maintain a safe, reliable, and fully operational ambulance fleet that meets modern emergency medical service (EMS) standards. The unit identified for replacement is a 2008 MedTech ambulance that has exceeded its recommended service life and no longer meets current safety, design, and operational standards. While still mechanically operable, its age impacts reliability, parts availability, and compliance with current NFPA requirements.
A dependable and standardized ambulance fleet is essential to ensuring rapid response, safe patient transport, and consistent service delivery. Replacing the reserve ambulance will ensure operational continuity during frontline maintenance, repairs, and periods of increased call volume. This investment will enhance patient care, improve firefighter/paramedic safety, and ensure compliance with national standards. Ultimately, the requested funding will allow the village to continue providing safe, effective, and uninterrupted EMS services to the community in alignment with HRSA-wide activities.

Township of Berwyn
Project Title: Berwyn Township Health Infrastructure Improvement

Berwyn Township is requesting funding assistance for a targeted facility modernization initiative to expand and enhance access to health services. This project consists of limited-scope renovation and reconfiguration of existing interior space within the shared building occupied by the Township of Berwyn and the Berwyn Public Health District, with the goal of increasing capacity for health services. Renovations will create additional rooms and spaces, enabling the Township to provide expanded supportive services to residents. A central component of the project is the construction of a secure, fire-protected records preservation and digitization center within the facility’s basement. This capital improvement will support compliant long-term storage of physical records while enabling the transition to electronic medical records through the acquisition of eligible health information technology equipment.
By relocating paper archives that currently occupy operational areas, the facility will free up three rooms, directly increasing patient capacity for mental health services. The project also includes exterior and site improvements as part of the overall facility modernization. These include the construction of a covered outdoor wellness space, as well as limited-scope improvements to sidewalks and exterior lighting to enhance safe access to the facility and support community-based health. In addition to renovation activities, the project includes the purchase and installation of capital equipment to support records digitization, secure data storage, and patient information systems. Collectively, these construction, renovation, and capital equipment investments will modernize the facility, expand access to mental health services, and improve the safety, functionality, and efficiency of service delivery in alignment with HRSA-wide activities.

Chicago Park District
Project Title: Chicago Park District’s McKinley Park Renovations

The Chicago Park District is seeking funds to renovate the field house at McKinley Park. The 28,255 square foot field house at McKinley Park was originally built in 1916 and needs major renovations that included roof, masonry and window replacement. This project also includes pathway paving needed for safety and ADA accessibility.

Chicago Transit Authority (CTA)
Project Title: Orange & Pink line Station Wayfinding and Activation Project

The Chicago Transit Authority (CTA) proposes to expand its enhanced station signage program to improve accessibility, navigation, and rider experience across the system. This initiative will introduce multilingual signage, clearer wayfinding elements, and updated information on local bus connections and nearby neighborhood landmarks. The project will scale these improvements to additional stations, including several located within Illinois’ 4th Congressional District. This project is a priority because it directly enhances transit equity, safety, and usability for ridership. Multilingual signage will better serve residents and international visitors, while improved wayfinding and local information will help riders more easily access destinations. By strengthening connections between rail stations, bus routes, and surrounding neighborhoods, the project supports economic activity and community mobility. Overall, this investment will modernize critical transit infrastructure, improve the daily experience of riders, and ensure that CTA stations are more accessible and informative.

City of Burbank

The 31-year-old Public Works Building requires comprehensive rehabilitation to address aging infrastructure and operational inefficiencies. Exterior improvements will include masonry repairs, window replacements, and upgraded lighting. Internally, the facility will be remodeled to optimize space and improve staff accommodations, specifically through the installation of modern restroom and locker facilities for employees. Critical safety and equipment upgrades are also central to the project. The mechanic shop requires enhanced ventilation systems to ensure a safe working environment, along with new vehicle lifts capable of servicing the entire municipal fleet, including heavy-duty fire department trucks. Furthermore, the project addresses a significant resilience gap by installing a new emergency generator—a capability the building currently lacks. Finally, the garage area will receive storage optimizations to maximize the efficient housing of municipal equipment and materials.

Commuter Rail Division of the RTA d/b/a Metra
Project Title: Metra LaGrange Road Station Rehabilitation

The project consists of the comprehensive rehabilitation of the LaGrange Road Station, including the historic depot building (constructed in 1926) and adjacent platforms, walkways, and shelters. The scope of work focuses on achieving a state of good repair while incorporating ADA accessibility improvements and enhanced passenger amenities. The station’s existing components require substantial rehabilitation to remain safe, functional, and welcoming. Proposed improvements include roof replacement, ventilation system upgrades, tuckpointing and masonry repair, interior refinishing, bicycle facility enhancements, sidewalk accessibility upgrades, and drainage repairs. The project will also address ADA compliance issues, as key elements of the station are beyond their useful life or require significant rehabilitation to meet current accessibility standards. In addition, the project will replace outdated, limited-function LED signs with modern, high-resolution digital displays. These upgraded systems will provide real-time train information, clear service alerts, multilingual messaging, synchronized audio announcements, and integration with Metra’s Emergency Messaging System. Improved wayfinding signage will also help riders better navigate the station and access nearby destinations, including the La Grange Road commercial district and Salt Creek Woods Nature Preserve. This project is a priority because it addresses critical deferred maintenance and safety concerns at a heavily used commuter rail station while preserving a historic community asset. The improvements will enhance accessibility for all users, improve the reliability and clarity of passenger information, and create a safer, more efficient, and more welcoming transit environment.

Pace Suburban Bus Division of the Regional Transportation Authority
Project Title: Cermak Road and Harlem Avenue Queue Jump Improvements

Pace’s request will support the implementation of a bus-only “queue jump” lane on Cermak Road at Harlem Avenue as part of the forthcoming Pulse Cermak/22nd Street rapid transit line. The scope of the project includes construction of dedicated bus lane infrastructure, roadway modifications, and traffic signal upgrades that prioritize transit vehicles at the intersection. This improvement will allow Pace buses to bypass congestion at a key bottleneck, reducing delays and improving travel time reliability for transit riders. The project will deliver immediate benefits to current Pace Route 322 riders while laying critical groundwork for the future Pulse rapid transit service along the Cermak corridor. The project is a priority because it addresses a high-traffic intersection that significantly impacts bus performance and rider experience. By improving transit speed and reliability at a relatively modest cost, the project advances regional goals for transit efficiency, accessibility, and ridership growth. Additionally, it supports long-term investment in high-capacity bus rapid transit infrastructure, enhancing mobility and access to jobs, services, and economic opportunities for the surrounding communities.

The Village of Berkeley’s Taft Ave Metra Access Project (TMAP) is a comprehensive infrastructure improvement initiative developed in response to prior planning studies conducted by the Chicago Metropolitan Agency for Planning (CMAP), including the Prairie Path/Taft Avenue Corridor Plan (2021) and the West Cook Bicycle/Pedestrian Plan (2025). These studies identified the need to enhance Taft Avenue to improve multimodal access to nearby transportation options, including Pace bus services along St. Charles and the Berkeley Metra Station located at the northern terminus of Taft Avenue.
The scope of the project includes a series of coordinated improvements along Taft Avenue and surrounding areas, including pedestrian safety enhancements, bicycle infrastructure such as bike lanes and storage facilities, roadway resurfacing, signage and lighting upgrades, and associated parkway improvements. The project also includes green infrastructure improvements at the Metra Station, such as permeable pavement, reconstruction of aging parking areas, and stormwater management features including bioswales and landscaped drainage areas to reduce localized flooding and improve environmental performance. The project will benefit both local residents and regional users of the Metra station by improving access to transit, enhancing safety, and supporting more efficient multimodal connectivity. This project is a priority because it addresses long-standing infrastructure needs identified through regional planning efforts and improves critical connections between residential areas and major transportation assets. By enhancing safety, accessibility, and connectivity along a key corridor, the project supports broader goals of mobility, economic vitality, and sustainable infrastructure investment."

Project Title: Village of Summit Water Works Maintenance and Replacement Project

The project will modernize critical components of the Village’s potable water system to ensure long-term reliability, regulatory compliance, and improved service for residents. This includes the replacement of aging fire hydrants and valves—many of which are nearly 100 years old—throughout the existing distribution network, along with necessary system restoration. These upgrades are needed to address deteriorating infrastructure that poses risks to system reliability and public safety. The improvements will enhance system performance, strengthen fire protection capacity, and reduce the likelihood of failures associated with aging equipment.
In addition, the project will replace three 70-year-old potable water pumps that are essential for maintaining system pressure and ensuring continuous service. A new meter will also be installed on the incoming water supply to allow for accurate monitoring and management of peak water flows, as required by the City of Chicago. Together, these improvements are necessary to maintain compliance with regulatory requirements, improve operational efficiency, and ensure a resilient and dependable water supply for the community.
