FY25 Community Project Funding

Community Project Funding (CPF) is an initiative for Fiscal Year 2025 that will allow Members of Congress to request direct funding for projects that benefit the communities they represent. CPF is separate from federal grants and funding apportioned by formula. CPF’s are also not regular appropriations requests, which deal with funding levels for individual federal programs.

Please see our regular appropriations request form if you are looking to submit a normal appropriations request.

This CPF process includes stringent eligibility, ethics, and transparency guardrails that are outlined on the individual forms linked below. CPF will be available only to nonprofit organizations and to state, local, tribal, and territorial governments. 

In addition, only projects with evidence of strong support from the community will be considered, and evidence of community support and community need is required as part of your submission. This evidence can take the form of a letter from local stakeholders, inclusion on a state or local planning document, letters to the editor in local papers, and many more options discussed further below. 

Community Project Funding opportunities will be available through the House Committee on Appropriations. Eligible applicants should complete the CPF Application form(link is external) and email supporting documents on or before  Wednesday, May 1, 2024 at 6:00 PM CT to CommunityProjectFunding.IL04@mail.house.gov(link sends email)(with the name of the title of project in the subject line). 

Incomplete submissions will not be considered.

Please note that this limited timeline is due to external deadlines that our office does not control. Projects will be considered in accordance with the Appropriations Committee-established guidelines below.

Requirements for Eligibility: 

  • Located in the 4th Congressional District
  • State or Local Support (letters, resolutions, elected letters, bills, development plans, agency, etc.)
  • Community Support (forums, articles, hearings, letters, etc.)
  • Matching Funds (government, any level)
  • Other Funds (private, philanthropic)
  • Focused 1-year of funding (intend to use FY25)
  • Demonstrated Impact or Benefit to Community 
  • Projected Budget submitted (total cost)
  • Proposed project fits an eligible Appropriations account
  • Project approved by federal, state, or local agency/entity (for new project)

Ethics & Transparency Requirements:

  • State and local governments can submit projects from already approved and vetted list of projects
  • Non-profit organizations must submit IRS determination letter demonstrating status
  • For-profit or private organizations are NOT eligible
  • Each Member may only submit 15 CPF projects to the House Appropriations Committee for consideration through the eligible appropriations accounts. Of those 15, there is no guarantee that all will be funded. If your project is one of the 15 submitted, the full details of your request (including the information provided below) are required to be posted publicly online on Rep. García’s website.  
  • The Government Accountability Office (GAO) will conduct a mandatory audit of a sample of enacted CPF projects and report its findings to Congress. This report will likely be made public at some point.  
  • A Member, their spouse, and immediate family may not have any financial interest in the project.
  • There is a federal nexus requirement for each funded project, the committee will only fund projects that are tied to a federal authorization law.  

Committee on Appropriations

For FY 2025, additional CPF is available from 7 different appropriations bills. A summary of eligible accounts and their allowed uses is below. 

In-depth information on eligibility requirements and allowable uses for each account can be found in the linked form for the relevant appropriations measure. The range of sizes for CPF awards has historically been between a few thousand dollars and several million dollars, with the majority of available awards being under one million dollars (although this varies by account).

Projects Requested

In compliance with House Rules and Committee requirements, listed below (alphabetically) are a portion of the projects Congressman García has submitted to the House Appropriations Committee for consideration for FY25 Community Project Funding.

Projects requested under the Agriculture, Energy-Water, Homeland Security, and Military Construction-Veterans Affairs Subcommittees were posted on 5/17/2024.

Projects requested in the Commerce-Justice-Science, Interior-Environment, and Transportation-Housing subcommittees were posted on 5/24/2024.

Richard J. Daley College

Project Title: Richard J. Daley College Focus on Inclusive Tech Classrooms

Address of Recipient: 7500 South Pulaski Road, Chicago, IL, 60652

Amount Requested: $446,250.00

This project aims to upgrade three classrooms at Richard J. Daley College that serves adults with intellectual, sensory, developmental, and physical disabilities and prepares them for career training and job opportunities. This upgrade will create an accessible, ADA-compliant, high-quality environment for students with disabilities. The project is an appropriate use of taxpayer funds because it will modernize a facility that will provide persons with disabilities a space to improve their skills.

City of Elmhurst

Project Title: Elmhurst Police Technology Upgrades

Address of Recipient: 209 N. York St. Elmhurst, IL 60126

Amount Requested: $500,000.00

This project will allow the City of Elmhurst Police to update and procure the technology and equipment needed for officers to respond more quickly and effectively, improve safety, increase transparency, and enhance community relations. The project will equip officers with body cameras, update their Real Time Crime Center equipment, and enhance back-end technology. The project is an appropriate use of taxpayer funds because it will improve safety equipment and help maintain community safety and trust.

Leyden Township

Project Title: Water Main Replacement Project on Emerson St., Hawthorn Ave., and Ruby St. in Leyden Township, Cook County, Illinois.

Address of Recipient: 2501 N Mannheim Rd, Franklin Park, IL 60131

Project Location: Emerson St., Hawthorn Av., and Ruby St., Unincorporated Leyden Township, Cook County, Illinois 60164

Amount Requested: $2,500,000.00

This project will allow Leyden Township to replace their water main, which is over 60 years old. This water main is approximately 35 miles long, servicing close to 3,000 residents. The current water main is breaking down at a higher frequency resulting in disruption to water supply to community members. This project will also replace lead water pipes that have been identified as harmful and toxic to human health. The project is an appropriate use of taxpayer funds because it will benefit the Western Suburbs region by improving water quality.

Pace, the Suburban Bus Division of the Regional Transportation Authority

Project Title: Pace North Avenue Transit Signal Priority

Address of Recipient: 550 W. Algonquin Road, Arlington Heights, IL  60005

Project Location: North Avenue between Melrose Park and Northlake

Amount Requested: $1,050,000.00

This project seeks funding to implement transit signal priority (TSP) on North Avenue, one of the busiest corridors between Melrose Park and Northlake. The project will update 30 traffic signals with TPS to improve bus reliability, improve travel times, and promote equitable access to public transportation. By giving buses an advantage over regular auto traffic, this project will make bus service faster and more reliable.  This project is an appropriate use of taxpayer funds because it invests in a sustainable mode of transportation that benefits communities and the economy.

Summit Public Library

Project Title: Library Capital Improvements

Amount Requested: $400,000.00

This project seeks funding for building updates and rehabilitation to the Summit Public Library District. The needed facility improvements to the roofing and HVAC ensure that the library remains a functioning space and conserves valuable books, documents, and technology. The project is an appropriate use of taxpayer funds because necessary library building improvements create a habitable and vibrant center for community members to access public resources.

Town of Cicero

Project Title: South Side Water Pumping Station Improvement

Amount Requested: $1,500,000.00

This project will allow the Town of Cicero to construct a new water pumping station that includes a finished water reservoir. This project is an appropriate use of taxpayer funds because it will improve the water quality and supply for the region.

Village of Berkeley

Project Title: Village of Berkeley Section 1 Lead Service Line Replacement Project

Address of Recipient: 5819 Electric Avenue, Berkeley, IL 60163

Amount Requested: $944,000.00

This project will allow the Village of Berkeley to begin the replacement of existing lead service lines in accordance with the Illinois Environmental Protection Agency’s mandate for the provision of safe, lead-free, drinking water to the residents of Illinois. The project is an appropriate use of taxpayer funds because it will benefit the water quality for residents.

Village of Brookfield

Project Title: Brookfield Police Safety Technology Project

Address of Recipient: 8820 Brookfield Ave. Brookfield, IL 60513

Amount Requested: $584,935.53

This project will allow the Village of Brookfield to update police technology and equipment to improve operational efficiency, enhance officer safety, and ultimately better serve and protect the community. The Brookfield Police Department will use the funds for portable radios, public safety cameras, and officer training. The project is an appropriate use of taxpayer funds because incorporating and modernizing technology will improve emergency response and overall safety to the community.

Village of Forest View - U.S. Army Corps

Project Title: Village of Forest View - Water System Rehabilitation

Address of Recipient: 231 S. Lasalle St., Suite 1500, Chicago, IL 60604

Project Location:  6726 W. 51st Street, Forest View, IL 60402

Amount Requested: $2,000,000.00

This project will allow the Village of Forest View to rehabilitate their water system, which includes an elevated tank that holds 250,000 gallons of water. This project will also rehabilitate their underground reservoir, holding approximately 500,000 gallons of water. The project is an appropriate use of taxpayer funds because it will ensure that safe drinking water continues to be provided to the residents of the Village of Forest View.

Village of Franklin Park

Project Title: Downtown Streetscape Expansion

Address of Recipient: 9500 Belmont Avenue, Franklin Park, IL 60131

Project Location:  Franklin Avenue between 25th Avenue and Edgington Street, Franklin Park, IL 60131

Amount Requested: $512,817.00

This project will provide infrastructure needed to support the Village of Franklin Park’s downtown expansion by funding streetscape and landscaping improvements on Franklin Avenue from 25th Avenue east to Edgington Street. The project will allow safer access to downtown businesses, public transportation, and park facilities for community members, visitors, and residents. This project is an appropriate use of taxpayer funds because it supports the creation of a vibrant central business corridor that promotes regional development and walkability for all.

Village of Hinsdale

Project Title: Sixth Street Reconstruction and Utility Project

Address of Recipient: 19 E. Chicago Avenue, Hinsdale, IL 60521

Project Location: Sixth Street from Garfield to County Line

Amount Requested: $2,000,000.00

This project will allow the Village of Hinsdale to reconstruct 80-year-old underground infrastructure. The reconstruction also includes a sewer separation project that will replace the water main and sanitary sewer lining. This project will reduce sanitary flow into Flagg Creek. The project is an appropriate use of taxpayer funds because it benefits the region's water quality by reducing sanitary waste flow into the creek.

Village of Melrose Park

Project Title: Water Main Improvements - Winston Park

Address of Recipient: 1000 North 25th Avenue, Melrose Park, IL 60160

Amount Requested: $2,256,000.00

This project will allow the Village of Melrose Park to replace existing deteriorated water mains. The condition of the current water mains is causing service interruption to residents. This project is an appropriate use of taxpayer funds because it will improve the water quality and supply for the region.

Village of North Riverside - U.S. Army Corps

Project Title: North Riverside Flood Mitigation Project

Address of Recipient: 231 S. Lasalle St., Suite 1500, Chicago, IL 60604 

Project Location: 2401 S. DesPlaines Avenue, North Riverside, IL 60546

Amount Requested: $2,320,000.00

This project will allow the Village of North Riverside to fix the current combined sanitary and stormwater sewer system that frequently surcharges when one inch or more of rainfall occurs, causing sewage backup and flooding inside residential homes, yards and streets. The project is an appropriate use of taxpayer funds because it will benefit North Riverside and the Western Suburban region by alleviating flooding and improving pedestrian and driver safety.

Village of Riverside - U.S. Army Corps

Project Title: Groveland Avenue Sewer Separation

Address of Recipient: 231 S. Lasalle St., Suite 1500, Chicago, IL 60604

Project Location: 27 Riverside Road, Riverside, IL 60546

Amount Requested: $740,000.00

This project will allow the Village of Riverside to reduce the flow within the existing sewer facilities and keep the combined sewer from surcharging and flooding structures. Separating the combined sewers would reduce the flow in the Metropolitan Water Reclamation District (MWRD) trunk line during storm events and prevent sewer backups in structures. The project is an appropriate use of taxpayer funds as it will benefit the region by alleviating flooding and ensuring the safety and health of residents through the elimination of road closures and structure flooding.

This project will allow the Village of Stickney Police Department to replace the technology and equipment to enhance communication and operational efficiency. The Stickney Police Department will update police radios which ensures officers can communicate effectively and securely in the field, improving response times and coordination during emergencies. The project is an appropriate use of taxpayer funds because radio updates are vital for maintaining operational readiness and ensuring officers can perform their duties safely and efficiently during complex situations for community safety.
