Fiscal Year 2026 Community Project Funding
CPF Overview
Community Project Funding (CPF) is an initiative for Fiscal Year 2026 (FY26) that allows Members of Congress to request direct funding for projects that benefit the communities they represent. CPF is separate from federal grants and funding apportioned by formula. CPF’s are also not regular appropriations requests, which deal with overall funding levels for federal programs.

This CPF process includes stringent eligibility, ethics, and transparency guardrails that are outlined on the individual forms linked below. CPF will be available only to nonprofit organizations and to state, local, tribal, and territorial governments.
In addition, only projects with evidence of strong support from the community will be considered, and evidence of community support and community need is required as part of your submission. This evidence can take the form of a letter from local stakeholders, inclusion on a state or local planning document, letters to the editor in local papers, and many more options discussed further below.
Eligible applicants should complete the CPF Application form and email supporting documents on or before Friday, April 25, 2024 at 6:00 PM CT to CommunityProjectFunding.IL04@mail.house.gov (with the project title in the subject line).
Please note that this limited timeline is due to external deadlines that our office does not control.
Incomplete submissions will not be considered.

CPF Guidelines
Requirements for Eligibility:
- Located in the 4th Congressional District
- State or Local Support (letters, resolutions, elected letters, bills, development plans, agency, etc.)
- Community Support (forums, articles, hearings, letters, etc.)
- Matching Funds (government, any level)
- Other Funds (private, philanthropic)
- Focused 1-year of funding (intend to use FY26)
- Demonstrated Impact or Benefit to Community
- Projected Budget submitted (total cost)
- Proposed project fits an eligible Appropriations account
- Project approved by federal, state, or local agency/entity (for new project)
- State and local governments can submit projects from already approved and vetted list of projects
- Must submit IRS determination letter demonstrating status
- For-profit or private organizations are NOT eligible
Ethics & Transparency Requirements:
- Each Member may only submit 15 CPF projects to the House Appropriations Committee for consideration through the eligible appropriations accounts. Of those 15, there is no guarantee that all will be funded. If your project is one of the 15 submitted, the full details of your request (including the information provided below) are required to be posted publicly online on Rep. García’s website.
- The Government Accountability Office (GAO) will conduct a mandatory audit of a sample of enacted CPF projects and report its findings to Congress. This report will likely be made public at some point.
- A Member, their spouse, and immediate family may not have any financial interest in the project.
- There is a federal nexus requirement for each funded project, the committee will only fund projects that are tied to a federal authorization law.

Leyden Township
Project Title: Leyden Township Water Main Replacement

This project will allow Leyden Township to replace their water main, which is over 60 years old. This water main is approximately 35 miles long, servicing close to 3,000 residents. The current water main is breaking down at a higher frequency resulting in disruption to water supply to community members. This project will also replace lead water pipes that have been identified as harmful and toxic to human health. The project is an appropriate use of taxpayer funds because it will benefit the Western Suburbs region by improving water quality.

Project Title: Village of Berkeley Section 2 Lead Service Line Replacement Project

This project will allow the Village of Berkeley to begin the replacement of existing lead service lines in accordance with the Illinois Environmental Protection Agency’s mandate for the provision of safe, lead-free, drinking water to the residents of Illinois. Village of Hinsdale
Project Title: Sixth Street Reconstruction and Utility Project

Project Location: Sixth Street from Garfield to County Line
Amount Requested: $3,600,000.00
This project will allow the Village of Hinsdale to reconstruct 80-year-old underground infrastructure. The reconstruction also includes a sewer separation project that will replace the water main and sanitary sewer lining. This project will reduce sanitary flow into Flagg Creek. The project is an appropriate use of taxpayer funds because it benefits the region's water quality by reducing sanitary waste flow into the creek.

Village of Melrose Park
Project Title: Water Main Improvements - Winston Park

This project will allow the Village of Melrose Park to replace existing deteriorated water mains. The condition of the current water mains is causing service interruption to residents. This project is an appropriate use of taxpayer funds because it will improve the water quality and supply for the region.

Village of Forest View- U. S. Army Corps
Project Title: Water System Rehabilitation
Address of Recipient: 7000 W. 46th St., Forest View, IL 60402

Amount Requested: $2,522,000.00
This project will allow the Village of Forest View to rehabilitate their water system, which includes an elevated tank that holds 250,000 gallons of water. This project will also rehabilitate their underground reservoir, holding approximately 500,000 gallons of water.

Village of Riverside- U. S. Army Corps
Project Title: Groveland Avenue Sewer Separation

This project will allow the Village of Riverside to reduce the flow within the existing sewer facilities and keep the combined sewer from surcharging and flooding structures. Separating the combined sewers would reduce the flow in the Metropolitan Water Reclamation District (MWRD) trunk line during storm events and prevent sewer backups in structures.

Project Title: Groveland Avenue Sewer Separation

This project seeks funding to implement transit signal priority (TSP) on North Avenue, one of the busiest corridors between Melrose Park and Northlake. The project will update 30 traffic signals with TPS to improve bus reliability, improve travel times, and promote access to public transportation. By giving buses an advantage over regular auto traffic, this project will make bus service faster and more reliable.

Village of North Riverside
Project Title: North Riverside Flood Mitigation Project
Address of Recipient: 2401 S. DesPlaines Ave., North Riverside, IL 60546
Project Location: 2200 and 2300 blocks east of DesPlaines Ave. to Lathrop Ave. and south of Cermak Rd. to Traube St., North Riverside, IL 60546
Amount Requested: $2,898,837.50
This project will allow the Village of North Riverside to replace eight blocks of deteriorated plain cement concrete public alleys, owned by the Village of North Riverside, with a new permeable pavement that is designed to naturally drain and redirect rainwater away from the Village’s collection system and into the soil underneath.
